With the exception of overweight corgis they can vary in size. I have 2...same bloodline on the maternal side. Katie is very petite compared to others tho she is in the size range for a female and Max is a big boy at 36 lbs. He is not fat just big boned. His front paw covers the palm of my hand.

You're guy is just a pup yet and has lots of growing to do.

At four months old Scotty is still very much a pup. I'd expect him to be about 16+lbs at four months but that can vary. 16lbs would be only slightly over half of what he might weigh as an adult at 2-3 years old. I saw one full grown corgi a few years ago that only weighed 18lbs and that's definitely not normal. Here's what the official Pembroke Welsh Corgi Club of America breed standard says about corgi size for adult corgis:

"Size, Proportion, Substance-Height (from ground to highest point on withers) should be 10 to 12 inches. Weight is in proportion to size, not exceeding 30 pounds for dogs and 28 pounds for bitches. In show condition, the preferred medium-sized dog of correct bone and substance will weigh approximately 27 pounds, with bitches approximately 25 pounds. Obvious oversized specimens and diminutive toylike individuals must be very severely penalized." LINK

I do see at corgi meet ups and in pictures on-line a lot of very fat corgis, so don't compare Scotty to anything but a normal weight, healthy dog. Being over weight is very bad for corgis and can lead to early back and hip problems. And in the end, whether Scotty is large, small, or just right, take good care of him and love him to bits!
