Does she have Mini Aussies? That's kind of what I'm seeing here, especially in the head. Or she could just be a very badly bred Corgi because the breeder is obviously not breeding for anything but money.
You can get them registered anytime after receiving the litter registration, many breeders register puppies to themselves before they go to their new homes so that is a bunch of bull. I do think it is more likely that she's a mix.
Papers mean nothing. They are as good as the person you get them from. The dog you saw a picture of may not have been her sire. Indeed the woman may not have even known who the sire was and it could still have been a Corgi. Many dogs are purebreds but just not good specimens of their breed. Just look at the variations in Labradors or German Shepherds.... A DNA test would have required submission of the DNA of the sire and dam. If the breeder runs a loose operation, as it certainly sounds, she may not have wanted to open a can of worms..... If Snickers is a Corgi, she must be a dwarf, maybe your Vet could check this with an X-ray. People on this site with more specific Corgi experience than me may give you advice on this point. You could ask on the forum.
Why do you think she's a mix? She may not be.
