Still having accidents

My Charlie will be 8 months next week. But he's still having accidents. He only has them upstairs in the hallway. He doesn't have them very often though. He doesn't have a bladder infection and he's been neutered. Any ideas? Is he just being Naughty?Also, he won't leave the cats alone. "It sounds like he might have a bladder infection to me. Usually peeing right in front of you is a pretty tell-tale sign. Marking is usually specifically peeing ON something, not just making a puddle on the floor."

When to neuter?

I've always had female dogs, so i'm not really sure when is a good age to neuter. Charlie is 5 months old now and is potty trained with a few accidents now and then. But in the last week he has gone pee in the house 5 times. And then tonight, he was outside for a few hours(I left the door open) and when I brought him in, he peed on the wood floor right in front of me. He was looking right at me when he did it too. I just recently(october 2011) lost my baby girl Gracie (pembroke welsh corgi)at 6 1/2 years old. She passed away after a surgery. She was my child and I was and still am completely devastated. She was a perfect sweetheart. Loved children and her mommy! Loved to play and go for walks. Gave lots and lots of kisses and loved to snuggle. My sweet Angel. I love her so very much and I miss her everyday. I can't wait to be with her in Heaven one day. Charlie is my new corgi. He is a sweet and spunky little guy. I love him so much! He loves to bite everything (teething) and gives many kisses. He enjoys playing in water. He loves to play with his human cousins and loves to kiss the babies :). He loves his sibling cats and wants to play with his bunny sister, but she doesn't want anything to do with him since he wants to chase her.

Help!!! Need some advice

My Charlie is a much different puppy than my Gracie was. I am so frustrated with him. I love him so much, but I seem to spend more time yelling No or being upset with him than loving him. He is constantly barking or biting. He has plenty of chew toys but doesn't want to use them. He is always biting me, mostly my hands, feet, arms. Tonight I heard something funny in the kitchen...walked in and found him chewing on my kitchen chair. I was so angry. He destroyed it. I can't afford this and I…
