I would think it is a good thing that your other corgi doesnt want to steal the treat away. I wouldn't encourage stealing of treats from one another as corgis can get food aggressive. I agree they do need to learn how to share but need to be supervised and make sure that they know you are in charge, so things don't get out of control. Sharing food can be a bit tricky. :)
