You've taken it to the vet to see if it's chipped? With the internet, it should be easy to find the owner IF the owner is looking for it. There is the unfortunate possibility that the animal was dumped. It is even possible (though less likely) that it was stolen, and then dumped, in which case it could be far from home.
You might have better luck if you post a description with a good face photo. To verify a claimant, omit some detail that only the true owner would know (such as the shape of a white splash), and you can also ask for previous photos of the dog.
