Yes, he is still small.  He weighs almost 20 lb. but he is very muscular so he probably is the size (length/height) of a 16-17 lb. corgi pup - maybe like the average 6 month old pup.  But he sure has a lot of energy and he can easily wrestle with our 28 lb. corgi.
