At 16 weeks I would not lose hope. Usually if a pups ears are not standing by 14 weeks you should start taping. You can also feed him cottage cheese daily and the calcium can encourage the ears to stand. Also try laying him on his back in your lap and massaging his ears. My puppy's ears were not up by 14 weeks so we began taping. With each session we saw progress so we kept with it and by 18 or 19 weeks his ears were up. there is a chance one or both ears won't stand but I wouldn't be concerned. Even if they don't stand I'm sure you'll love him just the same.
