Alright, when it comes to puppy coats I am not sure if my corgi is honestly tri-colored corgi, or if he is just the red and white. Both of his parents are red and white, but I do know how genetics don't necessarily work that way. So my question is, does he have just a puppy coat that looks darker than it will become or is this a blue print of what is to come?

Young red and white pups often have a scattering of dark fur that will dissipate as they grow older. Although, I suppose he could end up being a sable, but I think sables always have a black cap. Like Melissa said, tricolors are black as puppies. Yours definitely looks like a red and white to me!
If it is the pup in your profile picture he is most definitely a red and white. A tri-color will be black as a puppy.
