does he shake his head / ears or paw at it?

That looks pretty itchy. Has he been shaking his head a lot or rubbing his ear up against things? Is it just in one ear? Ginny actually had to go to the vet this week because one of her ears was a little more red on the inside and had lots of flecks of brownish wax. I had cleaned it out and it was back in the morning. Vet confirmed she actually had a yeast infection in her ear. I had thought only floppy-ear dogs were prone to ear infections, but I guess corgis can get them too! Now we've got an ear cleaner the vet gave me called Oti-Soothe and a medication called Mometamax to treat the yeast infection.

By the way, it's unlikely it's serious but it could be any number of nuisance issues (rash, minor infection, bug bites, mites) that should be dealt with sooner rather than later. You might want to play wait and see for a day or two, but if it seems to bother him I'd probably call the vet's office and see if they want you to take him in.

I don't know what it is, but I would have it looked at.

I'm no vet but it looks like the start of a minor ear irritation or infection. Corgi ears are like giant dirt scoops so it's not that usual for gunk to get in there and cause trouble. Check with your vet about some ear cleaning antiseptic. Corgi ears can be cleaned carefully (and surprisingly deep!) with cotton balls and your finger. My previous Corgi, Watson, had a recurring problem like that with his left ear. Usually when Watson would have a flare up it would go away in about 4 - 5 days with cleaning each day and the application of some anti-biotic ointment from the vet.
