I agree that it is a breed quirk I think. Maybe they just like to get as tall as they can. Franklin likes to sit on my shoulder when I am on the couch and survey his domain, he does this to my friends and parents too. I can easily get him down but its so darn funny I just let him stay.
Corgis are strange little creatures who think they can get away with anything (and do since they're so cute). I couldn't get Scout to shake for a long time (I think due to the short legs) but with enough practice, she does it willingly now.
I don't really think he's saying he's the boss. I think it is just one of the many quirks of the breed. As long as he is well behaved otherwise, I wouldn't worry. I f you don't want him doing it, just put him on the floor every time he does until he gets the right idea.
