We got Lance when he was 14 weeks and his ears were not up then. I know I was really worried too that one would be up and the other one down. They did come up maybe a month after we got him maybe a bit sooner, dont remember exactly but they did come up. My vet told me to massage the ear while your corgi is laying in your lap with their head down so that the ear is standing up while like that massage the ear. I did do that after we took the tape off and he seemed to pop up shortly after. The breeder taped Lances ear up before we even left, she said we could retape it if it still wasnt up but we decided to follow the vets suggestion. Your pup is still young and has plenty of time I bet it will go up, just needs some more time. I have also heard when they are teething they are more floppy and have also heard adding calcium helps them to stand not sure if true but that is what I heard. Good Luck. Enjoy your adorable pup. He was around 5 or 6 months when his ears finally came up. We figured it took so long because of their great weight! Just when we were about to tape them, one popped up.
Then the other ear came up a couple of days after that.
