Jessica, hello my name is Tanya and I raise/breed pembies. It depends on the parents, if they are what you call "cobby", or shorter bodied. It can take a corgi up to 2 years to fully come into their adult bodies.
Most corgis reach their adult height between 9 months and 1 year. Many do fill out during the next two years where their body will widen and they will "bulk" up a bit. If the parents are small it is likely he will be too.
