Yes..they can get this just like we can. My dogs are shedding some and this can cause some of that problem plus dirt gets caught in the under coat drying out the skin. Regular brushing and keeping the coat clean will prevent this along w/your omega 3's and fatty acids. Switching her food can cause some of it and so can allergies. Give her a bath and brush her well. Sometimes thats all it takes.
