He's a runt.
My puppy, Kipper, was the runt of his litter and he's around 2 months old right now. I'm just curious about how big he's going to be. He doesn't have very big front paws and his hind paws are tiny! I just saw two Puppies born in January, he was born in December, and they were almost twice his size! I wouldn't be bothered if he were small for a corgi I just want to know what to expect.

Hard to say w/o knowing siblings or parents size and even a runt can go through a growth spurt and become of normal siz to his parentage. Typically a lb a week so a 5 week old pup should weigh about 5 lbs. There are slow periods of growth as well. The ultimate answer will be around a 10 months to a year.
