i would recommend a harness! drag uses a collar.. but when we go for long walks i put his halter on. :)
Make sure the harness does not rub sores on the skin.
That's why I initially concluded that a corgi is only good for about 9 miles on a hike until it just stops and makes you carry it. After the second such episode, I found the large sore rubbed on the breastbone. Now I only use the harness for safety belay on river crossings and such.
Get a harness, it was great at teaching Atlas not to pull as well.
Corie pulls real bad, so I either use the gentle leader or the harness (the leash hooks in the front rather than on top).
If he walks nicely and does not pull, a harness is a good way to go. My corgi mix Bruce also has no neck and he uses one. Harnesses make teaching loose leash walking difficult though (but maybe the harnesses that attach in front are better).

For Sidney we use a martingale collar, which is part nylon and part chokechain (so the chain does not close too far, just enough for a slight correction). It closes enough so Sid could not back out of the collar if he was so inclined.
We use a simple nylon collar. Have a harness, but Camber pulled just as much, yet has more power.
I actually noticed Winston pulling LESS with a harness. Sometimes when he gets real excited and I'm just walking him with the collar and leash, he pulls until he can't breathe. It's horrible. Sometimes I have to hold him or make him sit until he settles down or he will practically choke himself. However when I use the harness on him he walks pretty nicely and when he starts to pull, I think the harness feels weird on him so he stops haha.

Some folks don't like thin round nylon cord like I use -- can burn skin if dog drags it across a leg, not a problem so far -- I like it because it's easy to knot, shorten, tie of, make self-tightening wrist loops, etc.
after constant searching we are using a simple harness and leash from petco. because spencer can be stubborn sometimes the collar wasn't a great options for him. and i've tried every designer harness out there, the basic petco one is the best for him it's light weight and it doesn't seem to bother him too much.
