Our dog Atlas is currently 10 months old. He is best described as well trained but very stubborn. Say for example there is something on the counter than he wants, he'll jump at it. We'll say "down" and give him a good squirt with the water bottle and he goes down, then 5 seconds later he is jumping at it again.
I've talked to some animal trainers and they say this kind of stubborn behavior is very common at this age (hence why so many animals at the shelter are young, what was cute as a puppy isn't cute when the dog looks like an adult).
About what age did your corgi end his/her stubborn youth stage?

We have two 5 year old Pems. They really started calming down more and listening about a year ago. Archie, our male, is still VERY stubborn and I'm sure that's just his nature, but it has gotten much better in the last year. We kept maintaining training but sometimes he still wins the battle. I'd say in the case of both of our dogs, years 2 and 3 were still rebellious periods. We also had a 1/2 corgi who finally mellowed out at around 10 years. I hope I don't have to wait 5 more years with Archie but I wouldn't trade him for the world. I'm sure you feel the same way about Atlas. I wish I had some magic words, but the key is consistent training. Good Luck!
I've heard around age three, but I'm sure its a gradual process. Sid is 15 months and has already improved a lot.
