When walking, my puppy PWC drags the top of her front paws ... advice?

Morning,

We walk our PWC "Chinook" every day (except maybe during a blizzard or hurricane!) and noticed that even when she was a 10 week old 10lb puppy she slightly dragged the top of her front feet on the ground with each step she took.  Now as a ~25lb 10 month old, she still does it, and the when she does this on on concrete or asphalt, the result is the hair on top of the middle nails is very short, and the two middle nails become a bit ragged (easily solved with the 'pedi-paws').  I realize the easy solution is what we have been doing, whenever possible, we urge her to walk on the snow or the grass.  I tried to put some muttlucks on her, she wasn't very keen, nor am I really, I think they might just be a tripping hazzard.  I am a bit concerned about when she is older and not a strong as she is now and the dragging - because we both love the daily walk!  We are watching the weight closely, realizing this could (in future) be a contributing factor to any worsening of the situation.

Is anyone else experiencing this?  If so, I would appreciate any advice you might have.
