While I'm here replying anyway, just thought I'd point out that the site you linked has a mistake - for AKC the 8" cutoff has long ago been raised to 11" at withers. Also, NADAC has a rule exception for long backed dogs (including both Corgis!) that allows them to go one height lower and still be in regular class.
Rules change often, so for those starting out, whatever organization you choose to compete with, make sure to look at their official rules :)
If you say he's a small Corgi, are you sure he would measure into 12" in AKC? Have you had an actual VMO look at him? Try a couple different VMO judges, you never know and might get into a lower height. Philip is a big guy, and contrary to my original post, when he got his official measurements after turning 2, he actually measured down into 8". His height card says he is 11" even :)
I do hear that CPE is nice for starting though. Good luck in your Agility-ing :)
Tucker fits into the 12" group. We have been training over 8" mostly. We haven't competed yet.
