I know. But I'm beginning to think whoever had him didn't understand Corgis at all. Maybe they just let him go, hoping he'd find another home. He has obvious flea allergies, which I immediately started treating and his coat is growing back where he was bald at the base of his tail. And I think he was punished for chasing game by being tied up. I don't think he was abused, just misunderstood.

What I can't get over is how handsome he is - I mean, look at that beautiful shine to his coat, and that luxurious tail! How could his owner not have made his search known to everyone in a 100 mile radius by now?
