I am little confused here. An inoperable tumor on her urethra or bladder? In either event why is it inoperable. Does her age or some other health problem prevent her from being put in sleepy land while the operation is performed? And then there is the NSAID. This is Non Steroidal Anti Inflammatory Drug. Just as the name says it is an anti-inflammatory drug. It reduces inflammation and helps with pain. Unless there has been a new discovery, NSAIDs will not shrink a tumor, cancerous or benign. It will help prevent an inflammation of the urinary tract, assuming there is one or an expectation of one.

I would solicit a second opinion. You vet may be the greatest person alive, but this is your baby's life you are talking about. This is serious enough to ask for a second opinion.My curiosity is due to the fact that I had a Basset Hound with the same diagnosis, (tumor on urethra where it joined the bladder.) The tumor was removed with no long term problems.Tarzan was sore for a while but we gave him Tramadol for the pain and he was up and around in a couple of days.

I suspect there may be something other than the tumor that yielded the diagnosis.
