Type of brush for Pems Puppy

My 4 months old Maggie is starting to shed even in -22C in Canada. The hairs are mainly white undercoat. I already got a number brushs, the fine wire brush, brush with round tips, rubber glove brush and a oval shape saw-like metal brush. None of these works.First, Maggie want to bite the brushes. I try to teach her not to. Second, she don't seems to enjoy it, maybe it hurt a bit, esp the thin-wire one. My guess is she don't use to the brushing thing, but that can be fix. "thanks for your info. I think the major thing affect maggie's walk is the noise of car. I live beside a main road. And whenever a car drive by, it totally get her attention. So I need to find a place that no car is around. thanks."
