I don't think that is even a pure bred Cardigan. The legs look a little long and the ears look a little small...even for a puppy the proportions are odd looking.

I'm not sure of the situation but the puppy doesn't have papers as far as I know and I don't think she is on any type of contract. Basically it sounds like the puppy is herding the woman's two girls. I believe that her mother recently had a heart attack and had to move in with them so it is all too much for her right now. She told me that she was asking $240 but she may be flexible.

I might know of somebody, can you give me more info about her including re-homing fee? Also, is it even ok for the owner to re-home? I know most cardigan breeders have a contract that prohibits them from re-homing dogs and requires them to return the dog if they can no longer keep them.
