How do you know if a corgi puppy is going to turn out to be a fluffy?

The breeder should be able to tell you one way or the other. Usually fluffies have quite a bit of ear feathering going on which I don't see on this pup. I've seen some pretty poofy puppies grow up to have standard coats.

There is a thicker, somewhat longer coat that some people call a "glamor coat."   It can be kind of long but lacks the fluff and ear / leg feathers of a fluffy coat.  Your little friend there could have a glamor coat like my pal Gromit.

Looks like a thick regular coat to me. Fluffies at this age usually have a lot of wave to their coats especially around the face and ears.  Also usually more tufts of fluffy fur around their toe's.  I've had a couple of litters with fluffs and have learned to identify them  early on.
