No, but the ones around here have been known to stalk and go after cats. Also, I have seen a bald eagle snatch a bird right out of the air. It was awesome.
Bald Eagles have been making an amazing come back Atlantic Canada and just New Brunswick alone.
We often see them following the tide coming in the Peticodiac river as the tide brings fish. I've heard stories of cats or kitten being taken away, but that could just be urban legend. Although I could see a smaller dog left unattended in a back yard being a risk.
I would recommend contacting a Zoo expert that manages the Birds of Prey exhibit. He/she could probably give you advise about the status of the local populations, feeding habits or even anything that could deter them from coming closer. Corgis seems to be well known to hold their grounds, alert and quite agile. They're probably able to escape an abduction pretty easily and bark the hell away. :)
