MY EARS !

I need info on ears that wont pop up.... Can they stay down forever? Are there any negative affects if they stay down?What are reasons they dont go up? How late can they develope? Avery doesnt like the tape. Help me Please! ( he is 13 weeks old)

I was told that if you let them eat baby carrots and sometimes some yogurt that their ear would pop up. That and taping them.. but they all hate the tape!! He is so cute... Gizmo always loves baby carrots out of the fridge.. because of his need to chew and teething when he was younger.
