Wondering if Abbi is crazy or just displaying great instincts... she is keeping the puppy from going off the deck and more and more her barking has become high pitched and she seems agitated... and overly excitable. She has been overweight for a little corgi and yet she is trying to chase and herd the puppy ... with a vengeance.
Hoping someone might have some insight. I think these are overpowering instinct, but she is almost vibrating as she before she barks and they are not cute barooos they are shrill yelling that the other dogs wince at.

I agree with Natalie, if you could post a video it would be very helpful in determining her behavior. You can tell a lot more from body language from your dog than anything else.
It sounds to me as if she is becoming fixated. This can happen sometimes with corgis (or any dog really) when their instincts kick in and they kinda get 'stuck' in a hyper loop. For lack of a better term. Distraction like Bev suggested will help, just be careful to not offer treats or praise at that time. If you can give her something else to do, such as tricks or commands it would help better to snap her away from the loop. Fetch is popular with my pack, although who is chasing the ball and who is chasing the guy chasing the ball gets a little blurry lol.
Anyway, if you can please do post a video, I think that would help everyone offer the best advice. Best of luck to you and your Pups.
Sounds as if you should step in and help her change her focus. I would call her to you everytime she does this and have her do something (shake, down, sit etc) use a leash if needed. You get to decide if the puppy should be allowed to leave the deck not Abbi.
Sounds like she is acting like a mother corgi.
do you have a video? maybe she is being controlling?
