My husband and I are first time Corgi owners, and I just have a few questions. Is the circling, biting, barking a puppy thing, or a Corgi thing? And should I expect him to exhibit this behavior always? I read the post about shedding, and I think I'm prepared, but has anyone tried a groomer bimonthly or monthly? If so, did it help? And advice at all would be great!

I would suggest getting a soft rubber brush and just start brushing a for a minute or 2 a day. He may sound like you are murdering him:( Grooming...Corgis should NOT have very many baths it's not good for them. If it's just brushing you can do that and save the money. Mine get a bath maybe once a year...unless they find something smelly to roll in! Other than excessive hair especially when they are blowing their coat...they are easy to groom. After he gets a bit older you can get him used to baths in a tub yourself but DON"T use harsh dog soaps it dries their skin.

Some of the circling nipping is more of a corgi thing but this is your time to teach your pup what is acceptable behavior in a gentle way. When he nips...say "owe" in a hurt voice and turn away giving him NO attention. He will learn that this is not ok. Also if he chews "trade " him  for a toy or something he can chew for whatever he has. There are many good discussions on here about such things. Make sure he is getting socialized to people, animals, kids, noises and everything you can(depending on shots for other animals). The more you help him learn the better he will become. Corgis only have till they are 16 weeks old to get the socialization basics.

That is pretty much a puppy thing..don't know if it' worse in corgis, all mine have been adult rescues.   My 2 are now 9 and 11 and still frap around and herd...or try to...the cats.

I take Max to the groomer about every 5-6 weeks.  But he's a fluffy and I keep his coat trimmed.  Not shaved but a nice trim that leaves him neat but still looking like a fluffy.  Does it help with the shedding...not really.  What I find weird is my normal coated Katie sheds worse.

The play behavior you describe can be both is a corgi and puppy thing, but it's probably worse for corgis. They do calm down, but even at 1.5 yrs our Kaylee may try to her us.
Grooming won't help anymore than brushing really. But groomers do spend a good deal of time on a dog and know the best brushes and technique for your pup's fur type.
