My 13 week old little guy goes absolutely crazy when he sees and interacts with other dogs. He's mostly fine with humans (he tries to jump up, but is fairly good about not biting).
He will bark non-stop at the other dog (30+ minutes straight if you let him) and repeatedly tries to jump on top of them, bite them, and chases them everywhere.
He never "settles down" and will continue to antagonize the other dogs. Even if the other dog tries to put him in his place, he will keep going. One of my relative's full-grown, 25 lb dog is afraid of him!
Just got him enrolled in puppy classes, but is this normal behavior? He seems to be incredibly excited rather than aggressive, but he's so tenacious around other dogs and never settles down, so it's a little worrisome.

Any update: 3 puppy classes so far and the little guy is still incredibly aggressive/hyper with other (grown) dogs.
He still barks NON-STOP at my relative's pug, he literally barked for an hour straight tonight and looks like a raving lunatic doing it.
It does seem that he simply wants the other dogs attention to play with him, and the pug simply didn't want to play.
Any help/advice on calming him down. Is this something that will naturally go away with time?
Exercise sessions frequently will help. Make them short but active. Puppies need to be tired to stay out of trouble. The instructor in the class will help you with the excessive behavior towards other dogs but until then I would say no and if he continues give him a brief time out in a puppy proof space. Repeat as needed. All fun must stop if he gets too wild. A leash will give you control of the pup.
I'm having that problem right now with my 14 week old Corgi with my 12 year old Golden Retriever! I'd really like to know the answer too
