Wouldn't a healthy weight correlate with the size of his frame? Stand back and look at him while he's standing quietly: he should have a "waistline" behind his rib cage, not a doggy beer belly, and you should be able to feel his ribs without having them stick out.
Cassie is about 8 years old and weighs 21 pounds. Ruby is about 17 months and now weighs about 20 pounds; the breeder said her dogs tend to be fairly small, and so I think these two will be about the same when Ruby is fully filled out. From what I've been told some corgis can be significantly large. Male dogs may be larger than females, and Cardigans are larger than Pembrokes.
I've never had a corgi pup but as Jane said he could just be a big corgi. Max goes between 35-37 lbs and that is a good weight for him. He is on the BIG side of normal. He has huge paws to go with it. I've seen pictures of his father and he was a big corgi also.
No, it's not "normal" but I had a pup once that was just huge...I don't remember what his nickname was BUT he turned out to be just on the big side of "normal". So he might just be like my pup and big to start with.
