I am thinking about buying a life jacket for my 7 months female Pembroke. I was thinking about getting the Ruff Wear for her. There are some old posts said that Corgis usually fit the size of medium. But I measured the girth which is 20'. It is a small for Ruff Wear.
She is 21 pounds now and should be put on a few pounds more.
Should I go with the size small, or wait till she gets 1 year old? (Since the price of Ruff Wear, I could only invest once...)

I'd say don't get the Ruff Wear. Buy an Outward Hound at Petsmart/Petco for about $20 and get the one that fits her, if she grows out of it then get a bigger one. Anytime before about 2 years old I wouldn't invest in anything too costly due to growth and possibility of destruction by young puppy teeth. She will likely continue growing and filling out until around 2ish. I have an Outward Hound I bought for Franklin and it fits wonderfully and works great. I'll probably do the same for Kirby and just get him one now and one later since he is still pretty scrawny.
I'm looking at getting Noodles his very first life jacket and I know that is sad since he will be 7 at the end of this month. I haven't done enough research as to what the best kind is, but all I know is that he needs one. We will be going camping soon and there are a couple people that have boats and we will spend quite a bit of time down on the dock. I was thinking about going to either Petco or PetSmart and trying some on at the store so I could get a good idea on what might work for Noods. I'm glad you posted something because I'm curious to know the responses.
