It isn't common, and it isn't standard, but it's definitely not a sign of a health problem. It's just a mismark. And that wouldn't stop me at all from choosing it as my buddy. In fact, I'm quite partial to mismarks. They're so cute! I've seen cardigans with white faces before. There are a couple on this site - like Lance, who is absolutely gorgeous.

Actually it is not a mismark at all. Over the years corgis have been bred to include this color as it adds "flash" to their appearance.
