Do you think Kipper is full Corgi

Kipper is a Pembroke Welsh Corgi, he looks just like a corgi to me but every now and then I feel like he's not. I got him from a local breeder, I did not see the parents only his sibling. He came with papers although i'm not sure what the papers are. He's very small for his age. He is 5lbs at 17 weeks, he was the runt. My vet thinks he's full Corgi but the vet tech thinks somewhere a Chahuahua was thrown it.
I love Kipper regardless I'm just interested.

He looks like a Corgi. Do you have reason to believe the breeders would cheat you?

A local pet store had a Corgi/Papillon for sale once. It looked like a corgi (he too was a tri) but his energy level was that of a small dog.
