My Milo is as sweet as can be. And, he loves attention. But, when he looks at me like he wants to be pet and I try to pet him, he runs away. Any time I try to move my hands to tough him, he runs away. Is he just playing a game, or is he afraid I will hurt him? He's never had an injury, so I don't know why he would be afraid of physical contact. Please help.

Al & Gwynn have slightly different comfort-radii. Gwynn is always just barely within reach. Al comes closer.
Tiny tasty treats will likely entice Milo closer. Tease him. Make him come closer and accept petting and fondling before you give the treat. Operant conditioning.
I always give the dogs a last-minute bedtime treat, and I make them practically stand on my head to get it.

I never had this issue with my other 'fur kids' when they were puppys. So I think she just a little more sensative
