I would recommend a high pitch yelp and ignore walk away or high pitch yelp and offer his toy as an immediate alternative or hold a treat in your fist and say no bite and basically reward him when he "gently" plays with your hand. And if that does not work, get a spray bottle and spray him if he tries to herd you. Pazu used to nip at my heels and grab my jeans with his teeth and I would immediately stop, and say no and spray him at about the same time. Afterwards, I just had to say no and not carry the spray bottle. He got the message really quickly. No yelling or raising voice - it adds excitement, especially when I realized that a lot of puppies have to learn that "no" is a negative word. A loud no is just like YAY! to them because it's the energy you are projecting. You can figure out if your dog really knows the word "no" if you put him on a leash and put food and walk by it and if he goes near it, say no. If he understands, you won't need to pull him away.
