Mr. Bingley, my 7-month old male, is like a little ninja thief.  He appears out of nowhere and will steal things like socks, remote controls, tissue from the trash, important documents left out and he will TAKE OFF LIKE A MADMAN with his item.  His motive is to get me to chase him.  He loves to be chased.

 

How do I get him to stop doing this?  Sometimes I have to chase him... I have no choice when he has a battery in his mouth.  I will say that my house is as puppy-proof as I can get it.  But sometimes he just finds a way to get into something.

Don't reward him by chasing after forbidden items. Chase him when he has allowed toys.
Al went through a phase like this. He'd refuse to come inside Didn't take him long to discover that I couldn't catch him. This passed.
I would say in a very harsh voice "You better stop right now Mr. Bingley". A really, really I mean business mister voice. Usually makes them stop.
We call Violet, "stealth girl" because she too sneaks in out of nowhere. I agree you need to speak in a firm voice indicating you mean business. You have to decide whose boss you are him. Use your firm voice to indicate what they are doing does not make you happy and they tend to straighten up. I also recommend teaching him to sit and then approaching him to take whatever he has away. DROP IT and LEAVE IT are very valuable commands all dogs should learn. It could save his life. Another good trick that has worked with horses and dogs I've had and trainined. If they take off like they want you to chase them. You run the other way calling them to run after you. They tend to think the game has changed and they come to you making it easier for you to catch them and take away whatever they have. This new game should be done in a high pitch happy and playful voice so they feel good about coming to you. I used this on a dog I had running toward a busy street; and she turned around and came right after me. I was thanking my lucky stars that day.
I use "trade me!" I grab a treat and he drops his find and comes running for the treat. I drop the treat on the floor so he has to go in the other direction to get it and I go and grab the find.
My newest 9 month old pup does that. He would take an item and run, but I ignore him and he ends up running out of the room, drop the item, and move on to the next item he can find. The only time I chase him is when I hand him the toy and he runs off. This way, he knows it is a game only when I hand him the toy, not what he takes. As others have mentioned, teach the leave it command.
shame him when he picks up innapropiate things, safeguard the home as much as possible

chase him when he has his toys but not all the time, he is not the boss
afterwards, reward him for picking the appropiate item with a treat!

Your baby reminds me of my Buddha. He went through that stinker phase too!
