As for the hot spot, my old pal Watson would get them now and again. There is some over-the-counter spray that you can buy for pets to alleviate some of the discomfort and redness. The spray is really just a mild cortisone spray, the same sort of thing we humans would use for itches and mosquito bites. As Sam noted, keeping the spot clean and dry is the most essential matter.

I have occasional hotspot issues and the cortisone spray, plus keeping it dry and stuff like everyone says, works well.
I did have to use Sulfadene (a topical lotion availabe at pet supply places) on Teri when she had one that was stubborn, but it cleared it right up.

Since Toby was just neutered, he probably has fairly good levels of hormones circulating in his blood.
those will gradually decrease and maybe he will loose interest in humping.
