Length of Hair

A friend of mine got a new corgi puppy, she is wondering if her hair will ever get long, because right now at 12 weeks it is so short.  I told her that I had read it could take up to 2 years for their hair to grow all the way.  By looking at the attached picture of her, do you think it will ever get longer?  My Sophie had much longer hair when we got her at 9 weeks so I couldnt give her a definate answer.  It really doesnt matter one way or another to her, cause she loves her all the same.  Why are some fluffy others medium length and some short.  Just curious about the difference in length

Hmm... she doesn't look entirely corgi, if that makes sense. I'm not sure, though. :S

My guess is she'll have a fairly tight "working" type coat.

Is the pup from a farm breeder?  Because a lot of times it seems the farm-type Corgis lack the ruff and pants of the show-type ones.
