I was checking the OFA rating on the dam of a litter I am interested in. She rates as fair. This scares me a little. What are your opinions?

Obviously good and excellent are better, but the OFA judges change and sometimes they're very tough. I wouldn't be too concerned about it as long as the sire has good or excellent. Also ask about hip dysplasia/ratings in the dam's littermates and her sire/dam to see if fair hips are a family thing or if perhaps she got unlucky with her OFA judging.
FWIW, Waffle's dam has fair hips and his sire has good hips. He does not have any inkling of dysplasia.
I would not worry, if the breeder has a good reputation. Corgis are dwarf dogs and have hips that would be considered dysplastic in a normal-height breed. I had two different breeders tell me they've sent the same films to OFA more than once and gotten a "fair" one time and failed another, or a "fair" one time and a "good" another. Many good Corgi breeders will submit to OFA but then make their own decisions about breeding, based on the dog's soundness and family history and who-knows-what.
If you were getting a lab, I'd say "no way" but with a Corgi I'd be fine with that. One of mine has a so-so hip on x-ray (or so I've been told) and at 7 she's sound as a dollar and has two pups competing in agility.
