As someone that works very closely with a Police Department....I am sure that I have seen this particular look before and am pretty certain that he is attempting to get us to believe that he "don't know nothin'"  LOL

He was framed! I am sure the photo you posted has to be of the one who tried to STOP the actual criminal. The dirt seen I am sure was from the epic struggle that took place when actual perp tried to get away! He's our hero, not the criminal!!
