My 8 week old puppy will not bark!  She whines and I have heard her growl when she was with her litter mates...  She makes this motion with her mouth that looks like she might be trying, but nothing is coming out?  I'm sure I'm worrying about nothing (I usually do), but I was wondering if anybody has had a similar experience or could shed some light on the situation.  Thanks!

Not to worry, my dear..your darling will bark. Soon you might be writing and asking how to stop her from barking. Enjoy the quiet while you have it.
Let me add to Stephanie's great list - my nebulizer, which I must use 4X daily for lung disease. Lucky hates it more than the vaccum, and not only barks the whole treatment YIKES, but attacks it!, Oh, he just barked at the TV, I give up.
Yikes! Careful with that one Lucky! We find new things everyday that make my two crazy. Nowadays, all I have to do is look at the door and they start barking at it, like someone's coming in to their house!

Keke barks more when she was a puppy but very quiet at night. At 18 mths old, she rarely bark except when she is really EXCITED or someone is at the door. Her barks used to drive me nuts in a enclosed house, it echo... ....
I got the same experience as you, Lorenzo didn’t bark in his puppyhood, not a problem for whining or growling. I was concerned he might be muted, but my husband said if so, we were blessed since our neighbor had a non-stop barking Jack Russell. One day we had T-storm, and suddenly Lorenzo opened his mouth, Barked, barked and turned to a howl like a wolf. So It ends my concern and my husband needed blessing.

Now Lorenzo is three, he doesn’t bark too much and bark only when his sister barks and the bad thing is d’Lilah barks at everything, and I think Stephanie has already had the list.
My girl was the same way. She is almost 8 months and still is not much of a barker, sometimes she will let out a bark at the dog park when she is overly excited, or when she hears my sisters dog come in the house when they come for a visit she will do a half bark, and when we ask her to speak for a treat. Consider your self lucky, just watch out when she does find her voice with out notice it may make you jump. She may be tiny but they can have a big bark if they want to.
Count that as a blessing, as everyone else has said. Once she finds her voice, getting her to stop will be the new issue. Lol.
My almost 9 month old puppy doesn't bark much. List of things she barks at:
1. Blow drier
2. Shredder.
3. Vaccum (But that might have to do with that fact that we used it on her the day we got her to help pull some fleas off)
4. Dogs on TV.
5. ONE neighborhood dog (Not the pit bulls next door, she has those doing her bidding. Also not the Dane two house down on the other side that barks at her whenever he is outside, I have a feeling his owner dislikes me for this reason)
6. When my brother laughs really loud upstairs.
7. My Squishable Lion.
8. Carpet Cleaner.
9. The sound of a crowd cheering on the TV.
10. The sound as the garbage truck goes by. (This will also cause her to run upstairs and sit on my bed...she thinks she owns the place, well she probably does)

That's it...Mom says she's barked when people knock on the door, but people rarely knock on our door, and I've never witnessed it. She doesn't bark at people in pet stores, walking by, when they enter the house. She doesn't bark at any dogs in public except for that one. She's a freak, but we love her! And, heck, quiet dog, AWESOME!
Emma barks now. At everything. We live in Texas where it has been over 100 most of the summer. Today the high is in the low 70's - I have not turned on my AC at all and opted to open our patio door. Oh my lord the dog barks at every sound. Her bark is still small and she responds most of the time to "No" or "hush." She's 21 weeks now - so she's growing right along :)
Hoooray! I knew she had it in her.
You are soooooo lucky! Once they start, they don't stop!
