I have a 3 month old corgi puppy. He runs away from us when we reach to pet him or walk towards him. He will run all over the house until we corner him to pick him up. But when we finally get him so he can't go anywhere he will roll over and ask to be pet. So he obviously wants us to pet him. I just don't understand why he is doing this.

Probably just his idea of a fun game. Try running away from him. Have you tried getting down on the floor with a treat and waiting until he comes to you?
I am never a fan of chasing games which is what this sounds like. It probably happened once and he thought it was fun, since he is obviously a smart little guy, he does it everytime now. I would try giving him a small good treat everytime you call him to you and he comes. Do this randomly for awhile (tiny pieces of hot dogs are pretty irresistible) and at meal times.During practice immediately let him go again once you have touched him. If you need to catch him and he doesn't come do not chase him. Laying down and making funny noises or turning your back and pretending to eat something really good are just two ways to get him to come over. The reason I don't play chase games is that I believe it often can develop into a dangerous situation later when you really need a good recall. You can never call a dog to you to scold either. Yep, sounds to me like he thinks it's a fun game. I'd try tempting him with a treat instead of trying to corner him, you should never chase a dog. Leave a short leash on him if you have to until he's more reliable. Are you sure he's not rolling over in submission once you catch him?
