I was just asked this question and I don't have an answer. Are they like people who chew on their fingernails???? I have a rescue who does this occasionally and I have no clue why either. I don't think it's boredom. Any ideas?

Tucker chews his nails. I think he chews them when they get too long. When we rescued him, he gave us as really hard time about cutting them, luckily he lets us now!!
That could be the case with Wiley....I have to have the vet trim them and the last time she needed a shot to get them done:( It was a last minute "while we're here" thought. Next time I will try Benadryl before we go. She's my rescue.
I have no idea....I can't remember any of my dogs doing that.
I think it could be boredom or some sort of nervous habit, just like with people. Ellie doesn't touch her nails, but Yuki has chewed his dew claws ever since he reached 1-2 years old. He won't touch any of his other nails, but those dew claws get chewed up. It works out well for me, of course, because then I don't have to trim them. :)
My corgi, Buffy, had one nail she chewed. I think it was a soothing mechanism for her because she did it at night when we first went to bed. It was a side nail that she kept filed to a point. She wasn't foot shy at all but just loved chewing on it.
I like the idea that maybe it's soothing. Almost like a child sucking their thumb.
