My corgi is also shy and prefers to be on his own. I adopted him when he was a year old and was told at that time that he preferred to hide. I prefer to think that he is just a quiet, gentle soul.
I have had him five years now, and even though he follows me everywhere and likes to know where I am at all times, he still has a hard time being too close. He doesn't hide, he just likes to watch from a distance. He will sit on the couch with me for a few minutes for a little loving and then gets down and watches from the doorway. Being cuddly is not his favorite thing. Affection for him is sharing a walk, a hike, a frisbee game or a cookie, and when he's ready for a neck massage his nose rests on my leg. Mention walk, car ride, food, frisbee and he is right there and always ready to go. Every new experience with him takes time. So be patient and accept him, he will come around in his own, quiet, gentle way.
