Are all corgis docked?  I ask because our tri color has a tiny tail as if it were docked and our red has no tail at all.  I am curious.

Many pems are, cardi's are not. Pems can be born with a natural bob in their tail, so it may require no docking. Also some breeders dock the tail really short, almost nothing while others leave a little tail at the end like your tri. It depends on the breeder/vet, and I think it has a lot to do with whether they are AKC/competition dogs. The rules for the AKC are specific for the size of the tail. Others who do it as a hobby or for profit may simply dock the tail to look similar with little regard for the breed standard....... this has been a recording.
Show breeders dock very high, so the tail does not interfere with the topline. That's generally what you refer to as "no tail at all." Backyard, farm, and working dog breeders seem to be more likely to leave a couple inches when they dock, such as you'd see with a terrier. Some, as Derek says, are born with a natural bob, which if short enough can be left alone.

A handful of breeders are not docking at all, and again as mentioned by Derek, a cardi should not be docked for cosmetic reasons (sometimes an injury can require an amputation for any breed, though).
They are both Pems. The one with no tail came from a show kennel and was intended to go into competition but he has a flaw. We bought him with the understanding that we would have him neutered and not breed him. After we send the breeder documentation that we had done that, we got his papers.

The one with the bob tail came from a breeder that was not looking to show the dogs. Your explanation makes sense and satisfies my curiosity.

There's the show dock(no tail) the short dock so you can see them wag(?name) a natural bob and then my new pups have their complete tails. Docking of tails has been banned in many countries and is starting to catch on here also. It is not necessarily liked by many but some of us love them keeping their tails! This is for Pems and Cardis do not get docked!
