So I got my puppy 3 weeks ago and she was on Purina Puppy Chow. I wanted to get her on something better without spending a ton. I was gonna switch to Nutro Ultra but did not like the reviews or all the recalls they've had. So I chose Blue Buffalo. Skye has been on it a week and she is now not eating it. I'm still mixing food and she was picking out the Purina and leaving the Blue. I don't like the ingredients in Purina and want a better food she'll like. I need suggestions on healthy dog food.

I have been using the chicken flavor. Have you all had better luck with the lamb and oatmeal? Also could the lethargy be from growing? She is quite a bit bigger than she was when we got her.
Go get some canned food (a good brand) and mix it with the food in her bowl.

I am concerned about her mood; puppies need to get calories steadily so they don't get hypoglycemic. One of the symptoms of low blood sugar is lethargy. If she'll eat canned food mixed with the Pedigree you can then mix greater proportions of the better food in as long as she's eating it eagerly.
I started yesterday morning feeding her just Purina again. And she is doing much better playing and following me ALL over again. So I dont know what to think.
Just from what you've said, it doesn't sound like she was eating enough of the Blue for it to really upset her. I think she was probably being picky and not eating and that was making her blood sugar low and making her tired. My body does the exact same thing when I don't eat properly. I think it is really important to get her on a good food, in the long run it will make a big difference. My newest puppy has been a picky little guy, so when I spoke to his breeder she gave me the suggestion of putting his AM ration of food on his crate floor and he eats it throughout the day rather than me picking up a bowl after 15 min. Then at night he gets his PM food on the crate floor when I put him up for the night. By the morning when I go get him out, it's all gone in the morning. I think he just doesn't like eating so much all at once and at this point prefers to graze throughout the day. So you might try something like that or do as Joanna says and mix some yummy canned food (like Innova or Wellness) into his kibble and slowly take out the Purina and mix in something good. The canned food will make it harder for her to taste the difference. Puppies can be extremely picky, don't let them dictate what brand you buy because they act like they don't like it. The Purina really does "taste better" to them the same way a greasy hamburger tastes better to you than grilled chicken and green beans.
The breeder we used feeds Eukanuba and I know a lot of the people here who are really into researching foods say it's crap, but her dogs are fabulous and healthy, with nice healthy litters and lots of points at lots of big shows to boot. And no, she doesn't supplement heavily with people food.

Another breeder we know feeds Wellness, which I think is one of the "in" foods right now. Her dogs like it and they look good too.
I used BilJac and loved it but it's a little spendy for me and all my animals!
Bil-Jac frozen is decent; the regular kibble is not great.
Really? I'm surprised to hear that. I've looked at the ingredient list before on the frozen and was extremely unimpressed. Two of the top three ingredients were "meat by-product" and "cereal food fines." Is there another kind of frozen Bil-Jac that is better?
Both of mine are on Flint River - good price and free shipping...and they LOVE it.
Grover eats Wellness Fish and Sweet Potato. He went through a phase when he was puppy where he was a picky eater. When I got him from the breeder, she was feeding Puppy Chow! I switched right after I got him to Canida gradually from the Puppy Chow. He did fine at first, but then he started to get picky about it and wouldn't eat it all. Plus, where live you can only get this dog food at a specialty dog kennel store place that had terrible hours. I switched him to the Wellness at about 4 months or so. I feed the Wellness Puppy first then to the adult food. It took a couple tries to find a flavor that he liked but he loves it now. I debated between Wellness and Blue Buffalo, but the Wellness was easier to find here and Grover likes it a lot. He's healthy, has a shiny coat, and full of energy.
Try a tiny bit of peanut butter or plain yogurt. Careful of sugar content though. We used an organic fat free, low sugar of both, and switched it up. Olive was picky with BB Puppy for about a week, and now only gets the peanut butter as a treat in her Kong!
